IN RESPONSE TO THE CONSERVATIVE PARTY'S "FIVE STEPS TO HALT NEW YORK'S DEMISE":

THE PROBLEM IS THAT SOCIAL SERVICES , SUCH AS MEDICAID, HAVE DESIGNED THE FRAUDS INTO THEIR SYSTEMS, AND IT IS THEY WHO REGULATE THEIR OWN BEHAVIOR;  THERE ARE NO CHECKS AND BALANCES.

The five billion dollars worth of medicaid recipients are largely incapable of initiating a fraud.  They have been made zombies by their benefactors who jealously guard them, for they are their source of revenue.  Those that have not been drugged or brainwashed long to be free .  Hence the florishing underground ecconomies - another great expense!

Social Services would love to have the power to fingerprint, interview and delve into their clients financial records.  They would twist this power to their own devices further ensuring life long dependancies and billing the taxpayer for the  time they spend destroying these human beings. So much for liberal compassion.

A good way to limit liberal self interest is to reward medicaid recipients for eliminating uneeded charges and services.  Reward them for getting off  social services instead of making it immposible to do so by requiring them to pay back money that they can't practically earn.  This strategy  might save us one of those five billion and give us a billion dollars worth of new conservatives who hate liberals more than you ever could.
